Literacy Support
Ohio’s Theory of Action is designed to help ensure that all learners have access to high-quality language and literacy instruction and appropriate intervention from birth through grade 12.
To achieve this alignment, our Regional Literacy Support Team coordinates efforts through the following strands including:

Comprehensive Literacy State Development Grant
Ohio was recently awarded a $60 million Comprehensive Literacy State Development grant from the U.S. Department of Education. This grant will support teaching and learning opportunities to help more Ohio students advance their literacy skills, with a focus on those who have been traditionally underserved.
The Ohio Department of Education and Workforce anticipates releasing a Request for Applications for kindergarten-grade 12 subgrants in early 2025. The subgrant application process for birth-kindergarten will take place separately later in 2025.

Administering the Reading-Tiered Fidelity Inventory (R-TFI) at proposed elementary, middle, and high school literacy implementation sites is one of the required application activities. The Department recommends an external facilitator.
